Refresh when

Vehicles come from a live feed with no history: a refresh needs a new poll on a weekday peak
Open owner choices: Hlučínská 56/67/68 bunching (68 every 80)
A regional sheet (Opavsko, HKO, Novojičínsko) is rebuilt: python scripts/08_hubs.py && python scripts/06_render.py, then republish
